Louisiana FORTIFIED Roof Update: Grants, Discounts and Restore ROOF

If you live in Denham Springs, Walker, Watson or anywhere else in Livingston Parish, you've probably heard neighbors talking about "fortified roofs." This fall brings new state money, a proposed grant program, and insurance discounts that start in a few months. Here's a plain-English summary from The Roof Shop, with links to the official sources.

Quick refresher: what is a FORTIFIED roof?

FORTIFIED is a roofing standard from the Insurance Institute for Business & Home Safety (IBHS), and it's designed to help homes better withstand hurricane-force winds. According to the Louisiana Department of Insurance (LDI), a FORTIFIED roof includes:

  • Stronger edges. A wider drip edge and a fully adhered starter strip help keep wind from peeling the roof back.

  • A sealed roof deck. This helps keep water out if shingles blow off.

  • Ring-shank nails. They replace smooth nails, and LDI says they nearly double the roof's strength against wind.

Once the roof passes an independent evaluation, the homeowner gets a FORTIFIED certificate. Per LDI, the certificate is good for five years and transfers to the new owner if you sell.

The Roof Shop recently earned our FORTIFIED roofing certification, so we can install roofs built to this standard for homeowners here in Livingston Parish and around Baton Rouge.

1. Fortify Homes grants: the 2026 round is closed, so get ready for the next one

The Louisiana Fortify Homes Program (LFHP), run by LDI, offers grants of up to $10,000 to upgrade a roof to the FORTIFIED standard. Grants are awarded by lottery. The most recent round offered 3,000 grants and accepted registrations from June 1 to June 19, 2026. That round is closed, and LDI says future rounds will be announced later.

Good news for our area: in May 2026, LDI expanded eligibility to the parts of Livingston, Ascension, Tangipahoa and several other parishes that weren't previously covered. LDI also said the program will receive $80 million in funding this year.

To be ready for the next round, LDI says you'll need:

  • A primary residence with a homestead exemption

  • An active homeowners policy with wind coverage

  • Flood insurance if your home is in a FEMA Special Flood Hazard Area

Also keep in mind:

  • Don't start work before you're approved. LDI says homeowners who hire a contractor and start work before approval aren't eligible.

  • The whole roof must be replaced. Patching and partial repairs don't qualify.

  • Costs beyond the grant are yours. You pay for the FORTIFIED evaluation, plus permits, inspections and any construction costs above the grant amount.

You can sign up for LDI's program alerts so you'll hear as soon as the next round opens.

2. New: the proposed "Restore ROOF" program

On September 21, Gov. Jeff Landry announced a plan to redirect $20 million in federal HUD disaster-recovery money to a new fortified roof grant program called Restore ROOF (Restore Resilient Opportunities for Overhead Fortification). NOLA.com reported that it would be administered by the Louisiana Office of Community Development (OCD), separately from LDI's program. Biz New Orleans reported that it would target homes affected by qualifying 2020 and 2021 hurricanes, and that Landry said it's intended to cover the full cost of a new roof.

Restore ROOF is not open yet. The change still needs federal approval. Eligibility rules, application dates and how to apply haven't been announced. OCD is taking public comments on the plan until 5 p.m. on Monday, October 19, 2026.

3. FORTIFIED insurance discounts become mandatory January 1, 2027

This is the one that could affect your wallet soonest. Louisiana law (La. R.S. 22:1483) already requires insurers to offer a discount for FORTIFIED homes. LDI's new Regulation 136 sets benchmark discounts on the hurricane portion of your premium. They apply to new and renewed residential policies issued on or after January 1, 2027:

  • FORTIFIED Roof: 16% (North zone), 27% (Central zone), 29% (South zone)

Ask your agent which zone applies to your home.

Should you wait for a grant?

It depends. If your roof is in good shape, getting ready for the next Fortify Homes lottery makes sense. But if you have active leaks or storm damage, waiting can cost you more. Also note that LDI doesn't allow grant funds for homeowners who fortify their roofs before receiving a grant. A free inspection will tell you where your roof stands, and if you go FORTIFIED on your own, our flexible financing, with fast, simple approvals and affordable monthly payments, can help.
